Pershing County Declares State of Emergency

Under Nevada Revised Statutes, Chapter 414, and Pershing County Code 2.08.040, at an emergency meeting held March 20th, 2020 at 9:00 a.m., the Pershing County Board of Commissioners declares a State of Emergency due to COVID-19. The full text of Resolution 20-03-02 follows.

Declaration of Emergency

WHEREAS, Nevada Revised Statues, Chapter 414 and Pershing County Code 2.08.040 authorized the Board of County Commissioners to declare a state of emergency within Pershing County; and

WHEREAS, Nevada Revised Statute 241.020 authorizes the Board of Commissioners to meet for emergency situations; and

WHEREAS, the Pershing County Board of Commissioners convened an emergency meeting at 9:00 a.m. on March 20, 2020, to discuss existing dangers to the public's health, safety, welfare and property; and

WHEREAS, the Centers for Disease Control and Prevention (CDC) are responding to an outbreak of a respiratory disease has been named coronavirus disease 2019, abbreviated as COVID-19; and

WHEREAS, the World Health Organization declared the COVID-10 outbreak a pandemic; and

WHEREAS, the Honorable Governor Steve Sisolak has declared a state of emergency for the State of Nevada to respond to the Coronavirus; and

WHEREAS, as of March 17, 2020, there are no confirmed cases of COVID-19 in Pershing County;

NOW THEREFORE, the Pershing County Board of Commissioners hereby declares that a State of Emergency exists in Pershing County due to COVID-19 that threatens the health, safety, welfare, and property of Pershing County employees and residents.

The Board further directs:

All Citizen Advisory Board Meetings conducting non-essential business are suspended.

The Pershing County Library , Senior Center, and the Marzen House Museum are closed to the public. Employees will continue to perform their assigned duties at these facilities. Meals to the seniors will continue to be delivered until further notice.

The Department Heads shall coordinate with the Commissioner Liaison for each Department to develop modifications, if necessary, to minimize contact among individuals and continue to provide essential services.

Elected County Officials may exercise their individual discretion to develop methods and procedures to minimize contact among individuals while continuing to provide essential services.

Sick employees must stay at home. Department Heads and Elected Officials or their designees are authorized to approve administrative leave for employees who miss normally-scheduled due to illness directly related to COVID-19.

All events and reservations at County Community Centers are suspended, unless specific approval is granted by the Commissioner Liaison for the Pershing County Economic Development Authority.

Non-essential travel for County related business is suspended.

The County Auditor/Recorder is authorized to process vouchers and take other actions, if necessary, for payroll and County business.

The Pershing County Commissioners will continue to hold its regularly scheduled meetings. Attendance will be limited to no more than fifty (50) people.

All temporary suspensions, closures, prohibitions, and other directives herein will be in place until further notice.

This Directive is adopted the 20th day of March, 2020.
